(1) The State Government may require the Municipality to Training and participate in such training and research programmes as may be organised Research. by the Government from time to time in aid of Municipal functionaries and personnel. ( 2 ) It shall be obligatory on the part of the Municipality to furnish such papers, reports, documents, information data and statistics as may be called for by the Government from time to time for the purpose. Transfer of 82. Notwithstanding anything contained in this Act or any other law for the Staff. time being in force the State Government may after consultation with the Municipality transfer any officer or employee from one Municipality to another in the interest of the public and the Municipal Administration. Appointment 83. Notwithstanding anything contained elsewhere in this Act, the State of pay Review Government may if it considers necessary for the purpose of rationalising the Committee. scale of pay and other conditioins of service in respect of all or any category of Municipal officers and employees of the Municipality appoint a Pay Review Committee and the decision of the State Government upon the recommendation of such committee shall be binding on all. PART I1 POWERS AND FUNCTIONS CHAPTER VII GENERAL POWERS AND FUNCTIONS, MUNICIPALITY FUND AND PROPhHTY Functions of 84. It shall be the duty of every Municipality to perform the functions and implement the scheme envisaged by this Act including the matters listed in Schedule I1 and those assigned by the State Government. For different provisions of this Part Municipality shall mean person or authority to whom powers and functions have been allocated or delegated by general or special order of Executive body.
