The State Government may after consultation with the Municipality Power to declare any Municipal Service to be an essentail service and upon such essen- tial services in declaration no officer or employee assigned with such service shall Municipality. withdraw from his duties without the permission of the Mayor or the Chairperson and, in no case without giving prior notice of clear thirty days to the Mayor or the Chairperson of his intention so to do.
