(1) As soon as may be after the first day of April in eve~y year and before the date fixed by the State Government every Municipality shall Report. prepare and submit to the State Government a report on the Administration of the Municipality during the preceding year. (2) Every such report together with a Memorandum of the action taken thereon shall be laid as soon as may be after it is submitted, before the State Legislature.
