(1) Every Municipality shall either itself or through any agency Watersupply. (including a Government Department) try to supply water for the use of the inhabitants. ( 2 The water for domestic and non-domestic uses of such standard as may be determined by the Municipality may be charged for at such scale of tax as may be determined by the Municipality. (3) The Municipality for the purpose of measuring or recording the quantity of water consumed may provide for devices of attachment of meter in the premises or adopt a system of calculation by the size or number of ferrules through which the supply is made or any other method of measurement of recording in such manner and in accordance with such procedure as may be prescribed.
