If during excavation or any other operation for the purpose of Owner to stop construction of any building or execution of any work any of the excavation- underground utilies (such as electric or telephone cables, water supply, sewerage and drainage mains and gas pipe) is touched or is likely to be touched or if the Municipality is of opinion that such excavation may cause danger to public, it may, by a written order, stop forthwith any such excavation or till the matter is investigated and decided to its satisfaction.
