Judicial records may be summoned by the courts on their own motion or on the application of any of the parties. In the latter case, every application shall be accompanied by an affidavit showing how the record is material to the proceeding in which application is made and that the applicant cannot without unreasonable delay or expense obtain a duly authenticated copy of the document or of such portion thereof as the applicant requires or that the production of the portion thereof as the applicant requires or that the production of the original is necessary in the interest of justice. The Court, before complying with the request, shall satisfy itself that good cause for compliance has been shown and shall state in the requisition that it has done so. Sending for Records
