(1) Subject to the provision of sub-rule (2) where a raiyat has allowed his land to remain uncultivated for a period of not less then 1[one year] the collector may, by notice in form 41 call upon the raiyat of any such land to use the land for purposes of agriculture by himself or through under raiyats.
