Power to remove difficulties: If any doubt or difficulty arises in giving effect to the provisions of this Act, the Government may, by order, not inconsistent with the provisions of this Act, remove the difficulties. Provided that, no such order shall be made under this section after the expiry of two years from the date of commencement of this Act.
