(1) The Board may, with the previous sanction of the State Government, make by-laws, not inconsis- tent with this Act and rules which may be necessary or expedient for the purpose of carrying out its duties and functions under this Act. (2) A bye-law made under this section may provide that a contravention thereof shall be an offence. (3) All bye-laws made under this section shall be published in the Official Gazette. 48, Whoever contravenes a bye-law made under section 47 shall, on conviction, be purlished with im- . prisoment for a term which may extend to six months or with fine which may extend to one thousand rupees or with both. :
