(1) The State Govermment may, by notifica- tion in the Official Gazette and subject to the condition of previous publication, make rules for carrying out the purposes of this Act. (2) In particular and without prejudice to the generality of the foregoing power such rules may pro- vide for all or any of the following purposes, namely :-— : (a) the allowances of members and remunera- tion and conditions of service of the Vice- Chairman under section 7; (b) the manner and form in which contracts shall be entered into under sub-setcion (1) of section 16; Board under section 21 and the other particulars to be contained therein ; (c) the time within whieh the State Govern- ment may approve or return the budget to the Board. under sub-section (1) of sec- tion 23; . (d) the manner of publication of housing schemes included in the budget under sec- tion 25
