If any person whose name is not entered in the Register falsely pretends that it is so entered or uses representing that his name is so entered, he shall, whether any person is actually received by such representation or not, be punishable on conviction by a Judicial Magistrate of the First Class, with imprisonment which may extend to six months or with fine which may extend to five hundred rupees.
