(1) The Council shall hold its meetings at such intervals and at such places as may be provided for by regulations. (2) No business shall be transacted at any meeting of the Council unless a quorum of five members be present. (3) Save as provided in clause (b) of sub-section (2) of section 22, all questions arising at any meeting shall be decided by votes of the majority of the members present and voting and in case of an equality of votes by the casting vote of the President or, in his absence, of the member presiding at the meeting.
