(1) The members of the Council shall, at the first meeting after every periodical reconstitution, elect a Vice-President from among themselves in such manner as may be prescribed. (2) The Vice-President shall hold office for the period mentioned in section 10 : Provided that a Vice-President shall cease to hold office if he ceases to be a member of the Council. (3) If the Vice-President dies or resigns his office or ceases to hold ofiice, the members of the Council shall elect, from among themselves, another Vice- President in such manner as may be prescribed and such Vice- President shall hold office for the unexpired portion of the term of office of the previous Vice-President whose office he fills.
