The Board and its committees may make bye-laws, consistent with this Act and regulations, for the following purpose, namely :-- (a) laying down the procedure to be observed at their meet- ings and the number of members required to form a quorum ; (b) providing for all matters solely concerning the Board and its committees and not provided for by this Act and its regulations. (c) providing for all other matters solely concerning the Board and its committees and not provided for by this Act, and its regulations.
