(1) Any person aggrieved by an order of the Director or the Market ~ ~ ~ ~ Committee refusing to grant or renew a licence or cancelling or suspending any licence, may appeal to the State Government within thirty days from the date on which such order is communicated to him and in such manner as may be prescribed. (2) The State Government shall, on such appeal, make such order as it may deem just and proper : Provided that, before dismissing an appeal, the State Government shall give the appellant a reasonable opportunity of being heard, and record in-writing the reasons for, such dismissal.
