(1) Every Statute passed by the Executive Council shall be submitted to the Board of Governors who may give or withhold their assent there to or refer it back to the Board of Governors for reconsideration; (2) No Statute passed by the Executive Council shall be valid or shall come into force until assented to by the Board of Governors.
