(1) The *[State Government] may appoint a person to be Director of Town-Planning for the *[State] and may assign to him from time to time such salary and establishment as they think fit. (2) The cost of such officer and his establishment shall be paid out of the revenues of the *[State Government]. (3) Municipal councils shall consult the Director on such matters relating to town-planning, and in such manner as may be prescribed. If any difference arises between the Director and a council on any matter so prescribed, it shall be referred to the *[State Government] whose decision shall be final.
