(1) 20[XXX] The size and shape of every reconstituted plot shall be so determined as to render it, so far as may be, suitable for building purposes. (2) In order to render original plots more suitable for building purposes, the scheme may contain proposals,- (a) to form a reconstituted plot by the alteration of the boundaries of an original plot;
