On receipt of communication under section 4, each department, shall, after ascertaining the gaps in the development of Scheduled Castes/Scheduled Tribes, prioritize the development needs of Scheduled Castes/Scheduled Tribes through a consultative process, as may be prescribed, and shall formulate the schemes for Scheduled Castes Special Development Fund and Scheduled Tribes Special Development Fund within the State Annual Pragathipaddu priorities.
