The State shall, in every financial year, earmark in such manner as may be prescribed, a portion of the total pragathipaddu outlays of the State which shall be proportionate to the Scheduled Castes/Scheduled Tribes population of the State, to be called as Scheduled Castes Special Development Fund and Scheduled Tribes Special Development Fund.
