The Commission shall prepare once in every year, in such form at such time as may be prescribed an Annual Report giving a true and full account of its activities during the previous years and copies thereof shall be forwarded to the Government and the Government shall cause the same to be laid before the 5Legislature of the State along with a Memorandum explaining the action taken or proposed to be taken on its recommendations and the reasons for the non- acceptance, if any, of such recommendations.
