The Government may, at any time after the commencement of this Act, transfer to the Sports Authority or the District Authority or as the case may be the Mandal Authority the properties of the State Sports Councils and the District Sports Councils and the Mandal Sports Councils respectively along with its staff on such terms and conditions as it may deem proper.
