The 1 [Collector] or any officer, not below the rank of a 2 [Deputy or Assistant Collector], appointed by him for the work or any Superintending Engineer may, at any time, enter upon the land of any 3 [XXX] landholder and inspect or cause to be inspected any irrigation sources which shall be so situated on such land that any railway, Government irrigation sources or other public buildings are liable to be injured from the overflow or escape of water therefrom.
