If the 1 [XXX] landholder or their attorney, agent or secretary, shows cause before the 2 [Collector] under section 11, the 2 [Collector] shall after such inquiry as he may deem fit, decide the amount to be paid by the 1 [XXX] landholder and shall cause a notice to be served upon him requiring him to pay the amount within the period fixed in the notice.
