After the execution of work as required by section 9, the 1 [Collector] shall cause to be served upon the 2 [XXX] landholder a memorandum showing the total cost incurred in the execution of the work and also the sum which is required to be paid, in the opinion of the 1 [Collector], by the 2 [XXX] landholder. A notice requiring payment of amount within a period specified therein shall also be sent along with the memorandum.
