Any Prohibition Officer or any Police Officer, 42[not below the rank of a Sub-Inspector],- (a) may arrest without warrant any person found committing an offence punishable under 42[section 7, section 7A, section 8 or section 9]; (b) may seize and detain any liquor or other article which he has reason to believe to be liable to confiscation under this Act; and
