(1) The Board shall exercise and perform the following powers and functions, namely:- (a) to approve the budget of the University presented by the Vice-Chancellor; 22[(b) to appoint the teachers of the University and such other employees of the University as may be prescribed on the recommendation of the selection committee constituted under section 32: Provided that the Board may invite any person of high academic distinction and professional attainments to accept a post of professor in the University and appoint him to that post;] (c) to acquire any property for the University and to hold or dispose of its properties; (d) to accept any property on behalf of the University; (e) to provide for the administration of any funds placed at the disposal of the University for the purposes intended; (f) to arrange for the investment and withdrawal of moneys of the University;
