(1) Every certified institution shall be under the charge of a Superintendent who shall exercise such powers and perform such functions as are assigned to him by or under this Act. (2) Every certified institution shall make provision for the residence, maintenance, physical exercise and medical care of its inmates. (3) Every certified institution may, for the general public uplift of its inmates, provide for the following matters, namely:- (a) training in arts and crafts; (b) training in agriculture and poultry; (c) establishment of an industry; (d) primary education; (e) education in morals and conduct in every day life; (f) health and medical care.
