(1) Notwithstanding anything contained in this Act, the first Board shall be nominated by the Government for a period of three years from the date of nomination or till the constitution of the Board in accordance with the provisions of this Act, whichever is earlier. (2) The first Board shall take all steps for the preparation of the register, recognition of the institutions.
