(1) Any officer or person whom the Government may empower in this behalf may enter on and inspect,- (a) any movable or immovable property or any work in progress under the control of any Gram Panchayat, Mandal Praja Parishad or the Zilla Praja Parishad; (b) any school, hospital, dispensary, vaccination station, choultry or other institution maintained by, or under the control of any Gram Panchayat, Mandal Praja Parishad or Zilla Praja Parishad and any records, registers or other documents kept in such institution; (c) the office of any Gram Panchayat, Mandal Praja Parishad or Zilla Praja Parishad and any records, registers or other documents kept therein. (2) The Gram Panchayat, Mandal Praja Parishad or the Zilla Praja Parishad be bound to afford to the officer or person referred to in sub-section (1) such access at all reasonable times, to its property or premises and to all documents as may, in the opinion of such officer or person, be necessary to enable him to discharge his duties under the said sub-section.
