(1) The Gram Panchayat shall be the authority to whom application shall be made for license to permit holding of any temporary event for recreation such as exhibition, circus, games, music and dance performance etc., under this Act, in respect of any place or building to be used exclusively for purposes other than the holding of cinematography exhibitions and who may grant or refuse such license. (2) An appeal from the order of the Gram Panchayat granting, refusing, revoking or suspending a license under the Act shall lie to the District Collector.
