If any difficulty arises in giving effect to the provisions of this Act, the Government may by notification published in the 15Telangana Gazette make such provision or give such direction, not inconsistent with the purposes of this Act, as appears to them to be necessary or expedient for removing the difficulty: Provided that no such notification shall be issued after the expiry of five years from the appointed day.
