(1) The Authorities may make regulations consistent with this Act and the statutes, for all or any of the matters which by this Act and the statutes are to be provided for by the regulations, and also for any other matter solely concerning such Authorities and not so provided. (2) Every Authority shall make regulations providing for the giving of notice to the members of such Authority of the dates of meeting and of the business to be considered at meeting and for the keeping of a record of the proceedings of meetings.
