Subject to such conditions and in such manner as may be prescribed, the Council may refuse to enter the name of any nurse, midwife 1 [auxiliary nurse-midwife or health visitor] in the register or remove the name of any nurse, midwife 1 [auxiliary nurse-midwife or health visitor] from register or restore thereto the name of any nurse, midwife 1 [auxiliary nurse-midwife or health visitor] so removed.
