Notwithstanding anything contained in the Code of Civil Procedure, 1908 a labourer or a cultivator who is a pattedar, shikmidar, Asami-Shikmi or holder of land with a revenue of fifty rupees or less, shall not be arrested to be detained in civil Jail.
