(1) All bye-laws for which provision is made under this Act shall be made by the Board at a special meeting and shall be consistent with this Act and with the rules made thereunder. (2) A bye-law may be general for the whole area under the jurisdiction of the Board or special for any part of such area, as the Board may direct. (3) No bye-law shall take effect until it has been confirmed by the Government. (4) No bye-law shall take effect until it has been published in the manner prescribed.
