(1) The Government may appoint for the purposes of this Act and of the laws for the time being in force regulating the duties and powers of the Municipal Corporations, District Boards and Municipal and Town Committees duly qualified persons to be Superintending Engineers, Divisional Engineers, Town Planning Officers, Architects or Inspecting or other officers for the whole or any part of 4[the area to which this Act extends] and may sanction such establish- ment for the said officers as may be deemed necessary.
