Subject to the provisions of this Act, and the rules made thereunder the Board may appoint such officers and servants as it shall deem necessary and proper for the efficient execution of its duties and shall from time to time prepare a schedule of the staff to be so maintained setting forth their designations, grades, salaries, fees and aIlowances and their respective duties and may also determine which of the staff is to be maintained permanently and which temporarily: Provided that in so setting forth and determining the grades, salaries, fees and allowances, the Board shall have regard to the arrangements prevailing and the schedule of rates in vogue in the establishment of the Government.
