The Chairman may, subject to the prescribed restrictions, by written order, delegate to the Vice-Chairman or any officer of the Board, all or any of the powers or functions assigned to the Chairman by this Act or by the rules made thereunder, and may, at any time by written order, withdraw or modify any such order of delegation: Provided that nothing done by the Vice-Chairman which might have been done under the authortty of a written order from the Chairman, shall be invalid for want of, or for any defect in, such written order, if it be done with the express or implied consent of the Chairman previously or subsequenlly obtained.
