Every vacancy in the Board due to the death, resignation or removal of the Chairman or Vice-Chairman or any other member of the Board or to his becoming incapable of acting as such or to his otherwise ceasing to be such Chairman, Vice-Chairman or member previous to the expiry of the term of his office shall be filled by election or nominaiion, as the case may be, of a person thereto who shall hold office so long only as the Chairman or Vice- Chairman or other members in whose place he is elected or Resignation.
