When the assessment fixed by the settlement for the agricultural land is sanctioned by the 115[Government] a 116[Survey officer] not lower in rank than an 116[Assistant Commissioner] or in his absence the 117[Collector] either himself or through any 118[Deputy or Assistant Collector] shall fix a date for the announcement of the assessment and at a reasonable time beforehand make proclamation and on such date shall publicly announce the assessment fixed on each number. No person by being absent at the time of announcement shall be absolved from any liability to which he may be subject under the announcement of assessment.
