In respect of land on which land revenue is wholly or partially recoverable and for which settlement of assessment has not been duly notified, the Nazim Jamabandi shall, with due regard to subsisting rights assess the land revenue but the assessment of land for which settlement has not been made shall not be increased or decreased until settlement is made.
