All land, whether applied to agricultural or any other purpose, and wherever situate shall be liable to payment of land revenue to the 74[Government] in accordance with the provisions of this Chapter and Chapters VII and IX except in case title to land has been transferred to any 75[Local Authority] or the revenue thereof has been wholly remitted under any special contract with 74[Government] or under any order or law.
