lf application for setting aside the sale is not made under the preceding section or has been made and rejected, the 171[Collector] shall make an order confirming the sale; and if he thinks that the sale may be set aside on reasonable ground though no such grounds were set forth in the application rejected, he may, after recording his reasons make an order setting aside the sale.
