(1) The Government may by notification in the 18[Official Gazette] and subject to the condition of previous publication from time to time make rules for carrying into effect the purposes of this Act. (2) In particular, and. without prejudice to the generality of the foregoing provision, such rules may be made for all or any of the following purposes, namely:- (a) the form of application under sub-section (2) of section 11 and the manner of signing, verification and presentation; thereof; (b) the form of application and the manner of signing and verification thereof under sub-section (2) and the manner of giving notice under sub-section (3) of section 15; (c) the manner of giving notice and publication of general notice and the form of statement to be submitted under section 21; (d) the inventories of property, lists of creditors and of debtors and of debts due to and from a debtor, the examination in respect of property of creditors; the time at which the debtors shall attend before the Board and do other things in relation to property under sub-section (1) of section 23, and the production of books of account, the
