(1) The Revenue Divisional Officer may order the recovery in such instalments as may be prescribed, of the cost of construction of any water course including the amount of any compensation payable or that may have been paid for the purpose, from the owners of the land served by 1 [the watercourse got constructed by the Irrigation Officer] under section 8 in proportion to the extent of land owned by them as provided in the rules. (2) Any amount due under this section shall be recoverable, as an arrear of land revenue. (3) Against any order passed by the Revenue Divisional Officer under sub-section (1), an appeal shall lie 2 [within thirty days from the date of communication of the order] to the District Collector whose decision thereon shall be final.
