(1) The Government may, by notification appoint such officers as they consider necessary to be the authorities for the purpose of constituting the councils under section 24 or for the purpose of specifying Board Level participation under section 36. (2) The Government may, by notification appoint an appellate authority to hear and dispose of appeals under sub-section (3). (3) An appeal against the order of the authority under sub-section (1) shall lie, within such time as may be prescribed, to the appellate authority who shall within the prescribed period, pass an order; and whose decision thereon shall be final and binding.
