The Public Health Engineer incharge of water supply or any other officer authorised by him in this behalf, may permit the owner, lessee or occupier of any premises to connect the premises by means of supply pipes for conveying to the premises a supply of water for his domestic purposes from water works of the Board subject to conditions and requirements laid down in the rules made in this behalf.
