Whoever takes from any child not appearing to be above the age of 14 years, any article as a pawn or pledge as security for any sum of money given to such child as a loan or advance or otherwise or buys from such child any article, without the knowledge and consent of the owner of the aricle, shall be punished with fine which may extend to one hundred rupees.
