(1) If, on account of any act or ommission any person has been convicted of an offence against any rule or bye- law made thereunder, and, by reason of the same act or ommission of the said person, damage has occurred to any property of the Corporation, compensation shall be paid by the said person for the said damage notwithstanding any punishment to which he may have been sentenced for the said offence. (2) In the event of dispute, the amount of compensation payable by the said person shall be determined by the Magistrate before whom he was In default of owner the occupier of any premises may execute required work and recover expenses from the owner.
